Modern cold-climate heat pumps (Mitsubishi Hyper-Heat, LG Inverter) maintain rated capacity down to 5°F and keep producing heat to -13°F. The 'heat pumps don't work up north' line is from 1990s technology.
Whole-home heat pump installs commonly qualify for $10,000 in rebates ($1,250 per ton up to $10k). Layer in the federal 25C tax credit and 0% HEAT loan and out-of-pocket can be very low.
Up to you. Many homeowners keep the old furnace as a backup for the coldest 1% of days (a 'hybrid' setup). Cost is similar but reliability is higher and rebates may still apply.
